One of our most active practice areas is business and general aviation security. We are actively engaged with a number of corporate flight departments and general aviation airports helping them introduce cost effective security best practices into their operation and leveraging that security to show return on investment. 
 
In the past, the emphasis for civil aviation security has been on large aircraft and large airport terminals. Currently, TSA has been focusing on the general aviation community, recognizing the important role general aviation plays in civil aviation security. Having a professional and knowledgeable third party assess your aviation facility and providing sound security advice is more important than ever.
 
We believe that any security plan or program must complement the goals and objectives of the business and not be an impediment to conducting and/or increasing business. All security must show a return on investment through increased business.  In the case of an airport, the short and long term goals must be taken into consideration in developing a sustainable security plan that can be integrated into the business plan and Airport Master Plan. The resulting security must show return on investment through increased revenue and should always be an element of an airports marketing strategy to differentiate it from other like area airports.

IRS 1.132-5 Security Study
 
Certifying Executive Protection programs for compliance to IRS regulation 1.132-5 "Exclusion of certain working condition fringes" as they pertain to air, land and sea transportation because of security addresses Internal Revenue Service Regulation §1.132-5(m)(1), exclusion of certain "working condition fringes" from an employee's gross income computation.The regulation allows for exclusion of security related costs such as employer provided transportation (i.e. protective staff, vehicles and aircraft), once specific conditions have been met.
 
Section 1.132-5(m)(2)(ii) provides that an overall security program must be established. In order to establish the existence of an overall security program, the employer must generally establish that security is provided to the employee on a 24-hour basis.
However, under §1.132-5(m)(2)(iv), an overall security program is deemed to exist if the following conditions are satisfied:
 
·      A security study is performed with respect to the employer and the employee (or a similarly situated employee of the employer) by an independent security consultant;
 
·      The security study is based on an objective assessment of all facts and circumstances;
 
·      The recommendation of the security study is that an overall security program (as defined in paragraph (m)(2)(iii) of this section) is not necessary and the recommendation is reasonable under the circumstances; and
 
·      The employer applies the specific security recommendations contained in the security study to the employee on a consistent basis.
 
An independent security study could conclude, for example, that security during air travel is necessary, but security on a 24-hour basis is unnecessary.
 
The Welsh-Sullivan Group Team will provide a report that will address the current security of a named Principal as to his/her compliance to the above IRS regulation and make specific recommendations to either bring the security into compliance or maintain its current status.
 
The study will identify any security concerns for the Principal, and make specific recommendations to improve the current level of security. The Team will review all the critical factors that are part of a well managed security program. 
 
Anti-counterfeiting and Brand Protection 
 
Provide expert advice and security solutions for the electronic component and semiconductor industries in addressing the trafficking of counterfeit electronic components destined for National Security, business and military aviation and medical applications.
 
The Group has extensive experience working with United States and Chinese officials on this critical health and safety issue. We maintain a close working liaison with the Semiconductor Industry Association Anti-counterfeiting Task Force, the China Reliable Electronic Component Supplier (RECS) and the China International Component Center (ICC).
 
In addition, we maintain strategic alliances with investigative professionals in Hong Kong and China who can conduct covert investigations and undercover buys in obtaining evidence for criminal or civil prosecution.
 
Supply Chain Security & C-TPAT Compliance
 
The Welsh-Sullivan Group can help your organization achieve and or maintain U.S. Customs C-TPAT certification and validation.  We can provide you with best practices for securing your international supply chain. Benefits of C-TPAT certification and validation are a reduced overall risk score, resulting in fewer cargo inspections, lower level of random Compliance Measurement examinations and the negation of most trade cargo examination selectivity.
 
In addition,C-TPAT certified and validated organizations are eligible for expedited cargo processing at land boarders and receive "front of line" inspection privileges at ports of entry should an examination be required. Tier Three Status can afford your organization zero inspections upon arrival at a Container Security Initiative (CSI) port. We maintain a strategic alliance with a supply chain management firm in Shanghai, China which allows us to offer our services throughout China and Asia.
 
Corporate Security and Executive Protection Programs
